Setup Dockerised Dev Environment for Lambda

Description (what needs to be done) / Expected Behavior The dev environment needs 3-4 services to be up and running to work on it. Right now these need to be run manually, which is prone to error and complicated.

Acceptance Criteria You should be able to run dev environment with minimal effort, best case scenario - 1 command or two.

Definition of done A docker-compose file to run dev environment
