missing share/lib/services.sh in tar package

When tar package is build, then share/lib/services.sh is not created

Am still running into this issue with version 10.2.10. Per issue #3788, the workaround is to explicitly create a symlink from either of these files:

dcache-10.2.10/share/lib/services-daemon.sh
dcache-10.2.10/share/lib/services-systemd.sh

to share/lib/services.sh.
