Allow for enabling or disabling of cube rules

Describe the bug TM1Py should have a function to toggle on or off a cube rule. This could be useful when performing bulk loads of data into rule based cubes. Similarly to CubeLogging you can disable rules (if you don't need them to process at load time), load your data, and then enabling them back.

Expected behavior Rules should be commented our entirely and then uncommented back, always respecting prior/real comments.
