Improvement/cscli decisions limitation

Describe the solution you'd like At the moment cscli limits the amount of decisions displayed to 100. But then it deduplicates the decisions client-side. This results in varying amount of decisions. I see two options to make it more transparent: deduplicate the decisions on server-side before fetching or limit the amount of decisions after deduplication.
