Improvement/crowdsec: add labels to decisions

Is your feature request related to a problem? Please describe. I'd like to be able to handle differents decisions on different kind of bouncer.

Describe the solution you'd like Maybe a label system on the decisions themselves, with the ability to filter the kind of decisions I select on the bouncer configuration. A bit like ban/captcha but with user-defined labels/tags.

Example of what you imagine With the tags and the filtering, I could block for a few minutes on a proxy level (NGINX/OpenResty) with a custom landing page, the abusing users, and definitely block for long period of time the SSH bruteforce for instance.
