Need to Update libpng to 1.6.24

The original download link in init_update_libs.sh, 'ftp://ftp.simplesystems.org/pub/libpng/png/src/libpng16/libpng-1.6.21.tar.xz', no longer works. It needs to be updated to 1.6.24.

In case someone finds this, the currently latest is 1.6.28:

it has to be adjusted in init_update_libs.sh and build libpng_build.sh

Adjusting init_update_libs.sh and libpng_build.sh doesn't appear to effect anything. I made the changes, re-ran init_update_libs.sh and then ran android_build.sh and get the same error about not being able to find libpng when performing pushd

https://libpng.sourceforge.io/ states:

The previous ftp site is still being maintained at ftp://ftp.simplesystems.org/pub/png, but the OSUOSL site is much faster and has a more complete archive of old versions.

ftp://ftp-osl.osuosl.org/pub/libpng/src/libpng16/ is the new location that should be used.
