Adjust paths after cabal-dev folder move

It took me a little bit to understand what needs to be updated after moving the cabal-dev folder. Mainly a search and replace in the packages directory, and cabal-dev ghc-pkg recache.

It would be nice if there was a cabal-dev recache that took care of both of these steps for us.
