[3.x]: Action panel dissapears when scrolling by click and drag in Craft

What happened?

Description

Scrolling with mouse wheel through list of actions works fine, but when trying to scroll by clicking the bars (1 and 2 in screenshot) the whole action panel disappears.

Steps to reproduce

When in an entry, click on the actions button in a block
Click on the scrolling bar

Expected behavior

Action panel stays visibale and scrolling functionality works.

Actual behavior

Action panel dissapears.

3.7.38

PHP version

7.4.25

Operating system and version

Linux 5.11.0-1022-aws

MySQL 5.7.33

Image driver and version

Imagick 3.5.1 (ImageMagick 6.9.10-23)

I’m guessing this is resolved for the next release via 379520d431e5da8b47b7aa9506d14f10a925758c. Can you try changing your craftcms/cms constraint in composer.json to "dev-release/3.7.39 as 3.7.38" and running composer update?
