CPanel support has confirmed that:

I have confirmed with the elevate-cpanel team that the upgrade from AlmaLinux 8 to AlmaLinux 9 with MySQL 8.4 is not yet supported. At this time

This Issue is just to track, so that other users can see it and not use this for AL8 to AL9 with mysql 8.4, yet.
