Add CLI to ottomanjs documentation.

Roadmap:

• Add a section on the landing page to introduce the CLI tool, and show how fast you can spin a new ottoman project using it.
• Add a section at the top of the get started section referencing the CLI section.
• Add a new section to provide CLI documentation (Documentation CLI references will have a link to this section).
