This PR covers the new feature that was added by MB-61310.

Summary of changes (with links to preview site):

  • Added entry at the bottom of [What's New]0- to cover the new feature (it's also already mentioned in the release notes).
  • Added enableReplicaCatchupOnRebalance page to the Cluster Level Options pages.
  • Added enableReplicaCatchupOnRebalance as an option to the Rebalance Based on File Transfer topic, along with description of the setting.
  • Fixed a stray typo in the disableFileTransferRebalance page.
  • Added disableFileTransferRebalance to the TOC, as it seems to have been overlooked.
