CBD-4825: Produce arm build of SGW 3.0.3

This change introduces mutli-architecture builds into 3.0.3.

Note: this will use cb-docker-tool for deployment, but we are currently still doing autobuilds on 3.0.3. When this PR is merged, we'll need to also remove the sgw 3.0.3 branches to prevent autobuild overwriting cb-docker-tool images.
