Does not recognize chip when looping through options, could be a wiring issue, perhaps simply a poor connection(?) New to this, so it could be my fault. But from what I read online, it's very difficult to remove ME from toughbooks.

What exactly does not recognize the chip? The external flasher? If yes, sometimes you need to do a risky task and half-power the machine. Thats mostly either by connecting the flasher and then gibe the mobo power, or you even need to turn it on, and reset it. Depends on the hardware.
