Provide cluster-wide flags for etcd-backup-operator and etcd-restore-operator

The etcd-operator provides a flag to watch EtcdCluster objects in any Namespace.

The etcd-backup-operator and etcd-restore-operator don't have this mode to watch EtcdBackup and EtcdRestore objects in any Namespaces -- only to watch objects in the Namespaces where the operator is deployed.

This would be really great to have. Using these etcd operators is a bit wonky right now because you can deploy a cluster into any namespace, but you can't do the same with backups or restores.
