[Enhancement]: Add Soju IRC bouncer

Description
It would be nice to add the Soju IRC bouncer to the list of services. The documentation is here:

It's based on a docker compose seems to need some extra thought since user creation is done through the command line
When the template is merged in Coolify and I can spin-up a working instance of soju including file upload support, secure connections, and full support for the protocols supported by soju wjhich can be tested using an IRCv3 compatible client such as goguma or halloy will the attached bounty be seen as completed.

That is correct, it looks like they might have just attempted to submit an Ai generated solution which didn't work.
