Add nerdbox as non-core sub-project

nerdbox is a containerd runtime shim which isolates container processes in a sandboxed environment (contaiNERD sandBOX). It is designed for running containers cross platform and with enhanced security. It implements and showcases new features in the upcoming containerd 2.2 release. It is Apache 2 licensed available for committer review at https://github.com/containerd/nerdbox.

New non-core sub-projects require a 2/3 vote of committers. From 10 committers, 7 must approve:
