Add kafka-connect-hdfs as a downstream repo

Adds kafka-connect-hdfs as a downstream repo of confluentinc/common. This step is necessary to facilitate the migration from Jenkins to Semaphore for confluentinc/kafka-connect-hdfs. Ref: link
