MultilineTextField component behaves a bit unexpectedly
Is your feature request related to a problem? Please describe. The MultilineTextField component behaves a bit unexpectedly in some cases. For instance:
- buttons "Collapse" / "Expand" are always visible, even if there is no text and nothing to "Collapse"
- resizing of textarea doesn't do much for the UX, since after clicking Enter, it shrinks back to the height of content
- in addition, if a textarea is resized, in the "Collapsed" state, "Expanding" it actually makes the textarea smaller, which can be a bit confusing.

Describe the solution you'd like I'd like to suggest adding more simpler textarea components. For instance, the one with configurable lines (height) and a scrollbar.
Additional context We need to take a look at how this component is used throughout the MC and see what are actual use cases, to provide fitting solutions.
