EventStore does not work with hosted PostgreSQL on Azure

Due to LISTEN / NOTIFY not working on Azure hosted Postgres databases.

Please refer to Postgrex.Notifications does not receive notifications from hosted PostgreSQL DB on Azure #375 issue in the Postgrex project for details and to track any resolution.
