Automatic unban

Horta should have a mode that allows it to automatically unban users after time passes. For example:

<j321> this code is dick!
<ForNёVeR> $ban j321 3 months
<horta h> ForNёVeR: affirmative!
* user j321 banned for 3 months and automatically unbanned after this
