Create Shared Page Layout

Is your feature request related to a problem? Please describe. Create Shared Page layout that will be shared among all the pages. Header, footer, sidebar.

@misha130 regarding the shared layouts - the sidebar space is contextual and wont be shared. The area will be available for any view to add view-specific content to.

We havent figured out anything for a default view for that yet. We have hi-fidelity designs for the menu and sidebar - no footer yet though. Footer will be simple though.
