Fix disabled Itests in the 2.29.x branch

Description

The 2.29.x itests running on java 11 are not all passing and some had to be ignored for now. This ticket is to review these tests to see if they are still relevant and if they are fix them so they work in the 2.29.x branch. A majority of these tests reside in TestFederation and rely on the csw mock server which is probably the cause of failures.

Downstream projects needed to move to the 2.29.x branch but couldn't spend the time to get all the itests working. A majority of the itests do run successfully but 11 of them had to be disabled for the time being. PR where Itests where disabled https://github.com/codice/ddf/pull/6797
