Node version is not compatible with arm64

Developers on arm64 machines can't build because the version of node does not have an arm64 version: https://nodejs.org/dist/v10.16.1/ However, because the CI builds aren't able to run 20.x versions, I downgraded in this PR: https://github.com/codice/alliance/commit/47fc03efa71659660a9fc17a2a05c062ad2ccc77

We should investigate if there is a version compatible with CI that also builds on arm64 machines.
