Scrollbar changes length at the end of the page

Describe a bug.

Steps to reproduce:

  1. In editor with scrollbar, scroll to the end of the page

Current behavior: Scrollbar twitches, changing its length (probably because of invisible ce-toolbar changing position)

Expected behavior: Scrollbar doesn't twitch, doesn't change its length
