Inline menu elements blink

Describe a bug.

Steps to reproduce:

1. Create a link
2. Select that link (inline menu appears)
3. Hover on any inline menu item

Current behavior:

1. Menu items hovers blink. (Probably some issue with ce-popover, see in video)
2. Link item doesn't always stay active while blinking, so sometimes you have to click it more than once (to remove link)

Expected behavior:

1. Menu items hovers doesn't blink.
2. Link item stays active

Note: all that also reproduces with editorjs-tooltip (version 1.2.2) tool (probably because it has similar input, like link).
