z-index difference between ce-popover and ce-toolbar [Bug]

Describe a bug.

.ce-popover has a z-index of 4 .ce-toolbar has a z-index of 2

Is there a reason for this? - It is causing a few clipping/overlap issues with one of my plugins. The ce-popover vertical menu displays fine, but the settings toolbar clips

Setting both to 4 solves this issue.
