fix(site): ensure test proxy providers can't have wiped fields

Follow-up to https://github.com/coder/coder/pull/18023

Changes made

  • Redefined how ProxyContextValue is calculated for withContextProvider, to make sure that when combining the baseline value with the initialization value, there's no risk of the initialization value wiping fields
