CommandLineUtils return garbled like �

software environment : Windows 10 system language : Chinese problem desciption : when I use "org.codehaus.plexus.util.cli.CommandLineUtils" to execute system command which is right in Windows console，I get lots of messy code. I find I have no way to change the charset. I need some help.
