Texts for people who do not yet have court date set

Is there a way for courtbot to activate a user without there being a court date yet? In Delaware we think there may be a possibility of an individual knowing they will have an eviction case number prior to receiving a court hearing date. We would like for this people to be able to activate courtbot texts with their case number and then receive information on their court date when it is updated in the system.
