implement Alexa notifications for snow emergency

There is a way to have notifications built within Alexa and this would be a useful feature to have in our Alexa skill.

This is a new feature that isn't generally available yet. I applied for a developer preview and will add info here if I hear back.

It looks like Notifications are now available and implemented for Alexa skills! A notification for events such as a snow emergency, weather emergency, closings, and more could be very useful. Do you think that we can close this issue and open a new one with a more defined feature-set, @Joshhw and @jmartini?
