Speed setting doesn't persist across YouTube videos

I remember it used to be the case, but now, when I watch a video at a custom speed (say, 2.4x) and then I navigate to another one, the speed resets to 2.0.

FWIW, I have the 'Remember playback speed' setting enabled.

Me too. I recently noticed that the speed setting has stopped "sticking" on YouTube.com.
