I think the logic for this is arbitrary. If you were an HR employee and did not have "experience" data for a candidate you would probably assume the candidate had "zero years" experience

I also have a gripe with step #34 in the solution where the author changes from median to mean for the test_score values. I assigned median value of "8" instead of the mean value "7" to the missing test score and my predictions were a little off but close.
