Add option to load page with all sections opened up instead of collapsed

If a website doesn't have that many options, it might be better if all sections would be totally opened instead of collapsed. Ofc course ideally it would be cool to support this on a per-section and subsection basis or something, but a simple "load-collapsed = false" in the global extra config would already be very useful!
