Concise Description

The options page breaks when opened from the "three dots/kebab menu">options, which open the extension settings page from chrom(ium) and the extension's options.html over it.

I don't know, but I'm sure YouTube is not relevant to this.

Does the bug still happen when you log out of YouTube?

Yes

..No? Then please paste your yt.config_.EXPERIMENT_FLAGS. Twice (With the error & Without)

Not on YouTube.

Are any errors or related log-messages shown in the Browser-Console? (F12)

JS console has no errors.
