sql: add support for enabling and disabling triggers

Postgres allows triggers on a table to be disabled and enabled through the use of the ALTER TABLE... statement. See the docs here: https://www.postgresql.org/docs/current/sql-altertable.html#SQL-ALTERTABLE-DESC-DISABLE-ENABLE-TRIGGER This issue tracks adding support for this syntax.
