Disable LabHub plugin if tokens do not allow write access repositories in org

The majority of this plugin requires write access to repositories, which requires tokens, and requires the list of writable repositories to be properly populated. The plugin should fail to load, gracefully, if it is not usable.

This is almost a dup of https://github.com/coala/corobo/issues/253 . I'll remove the token part , so it is only about type of token, as it needs to be an org admin token.
