Add training+certs showcase to OTel website

Training+certs for OTel will be ready in a few months. Showcase them on the OTel website.

Something like https://prometheus.io/support-training/ We can take the existing vendors page in OTel and add training or something else.

Hi @chalin. Thanks for opening this issue. What is the status of the OTel training and certifications? Is there a target URL where we might want this information to appear?
