Figure out base-href issue

When using a base-href value other than /, the plugin dies, unable to find the transferstate;

@cmgriffing is there any workaround for this? we a current on transition state from our previous project to a new one that use Scully, but we need to change the baseHref in order to have both apps hosted on the same domain.

Hmm, I haven't dug into this bug for a while. I will try to reproduce and fix it on Sunday.
