"and" and "between" are not synonyms

Charges or groups "between" charges or groups should do the right thing.

There has been some movement on this; "between" will now not allow charges to 
join
into a single group.  Sometimes that starts to approach the right behavior.  
But the
hack that joins things together into groups is still a mess, so this needs work.
