Rearrangement of the shield does not occur when "and a chief" is specified.

What steps will reproduce the problem?
1. "Sable four bezants and a chief Or."

What is the expected output? What do you see instead?
Here, the bezants are partially obscured by the chief. Compare "Sable four 
bezants a chief Or" which does modify the shield, albeit incorrectly (see 
issue 14).
