Cannot Deploy Multiple Instances of Module in Same Account

Describe the bug

If you want to deploy same terraform to different regions you get an error because it tries to create a role with a non-unique name

Expected Behavior

you should be able to deploy the same TF template to different regions in the same account

Steps to Reproduce

deploy to us-east-1 and us-east-2
