Add configuration options for fluentd syslong endpoint

f7b020895f805ff1febb802f07cd2da916a66667 added a syslog endpoint to fluentd. Currently the port is hard coded and it cannot be disabled.

The port should be a configurable variable in the BOSH manifest.
