Refactor tunneldns dnsserver configuration
Refactored the tunneldns package's dnsserver listener configuration. This provides a path to disabling response caching as needed to fix #745
Hi @alex4108, thank you for making this refactoring. We are in the process of deciding what will be the future of the DNS feature in cloudflared, so all developments are currently on hold.
