Move info to orchard

In order not only to solve https://github.com/clojure-emacs/cider/issues/2523 but also to have more consistency between the Clojure and ClojureScript tooling world, I have started porting the cljs-tooling.info namespace to orchard.

I was thinking about one thing...now that the big info part is going to be moved to orchard, should this library be either renamed? Or maybe incorporating it in Orchard directly or compliment could be good at some point too
