Add multiple windows utilities

Add the following windows utilities:

  • Adobe Reader
  • Keepass
  • Netcat (This differs to the one existing as this pulls from chocolatey)
  • Nginx
  • VLC
  • Notepad++
  • Microsoft Tools:
    • Procmon (Process Monitor)
    • Procexp (Process Explorer)
