Drop support for PETSc 3.1

There are some parts of the code that can be simplified or updated if we drop PETSc 3.1 support. This should be done in a branch first, then merged into master once it's working on Shaheen.

We are definitely supporting PyClaw with PETSc 3.2 on Shaheen. Do you remember where this code is or if it ended up getting pruned?

Sure, it's in src/petclaw/state.py. Maybe other places -- anywhere a DA is created. Just grep for 'DA', I think.
