WIP: Reduce DB usage in templates

An attempt to stop database queries from being executed while rendering the templates.

There is lots of refactoring happening on the side in this PR, which I intend to spin out into other PRs to help reduce the size of this one.

Work in progress: expect the commits here to be rebased and rearranged.
