Allow ports 7000-7099

This seems to be a typical range for experimental servers and doesn't seem to have much critical in that range. We could always block problematic ones.

I thought about 7999 but there's not a lot there. 7443 should be excluded specifically because that's where gopher+TLS experiments usually live and this doesn't speak that.
