WIP: Manifest V3 compliance

Mozilla recently sent out an email (https://blog.mozilla.org/addons/2021/05/27/manifest-v3-update/) announcing that extensions were transitioning to manifest V3. I'm not sure entirely what that means, but it's worth investigating.

This PR serves as a marker for all investigative work into what it will take to be compliant with manifest V3.
