Support for inserting local videos

It looks like there is some demand for adding the possibility to insert videos hosted locally.

It seems that there are several issues connected together related to upload adapters:

• Custom Adapter for upload files - #5999
• https://stackoverflow.com/questions/53168438/ckeditor-5-register-more-than-one-upload-adapter
• Allow to drop a file (other than image) - #7342

And maybe also:

• Expose utils to wrap object elements with <figure> + <figcaption> - #1065

There were at least several attempts to solve this problem somehow by the community:
